Bill 12-20, Uses Permitted in Residential-Office and Office Zones

This Bill allows Class A or B office building containing an MVA licensed vehicle tag and title service office (without inventory except license plates) in RO, OR-1, and OR-2.

It is apparently intended to allow one of the following which are all in OR1:

  • 1012 Ingleside Ave, STE B, Catonsville T&T;, Harvey Riley, formed 2014, revived 1/30/2019
  • 405 Frederick Rd, Elena T&T;, formed Nov 2019
  • 715 Ingleside Ave, Bldg 2, owner Patrick Kirwin, Tri-link T&T;, formed May 2021 by Ajepe Omoniyi

This Bill is confusing. A Class A or B Office building is allowed, by definition, in these zones. What this Bill is doing is adding this specific use to the short list of the specific uses in each zone. OR-1 already lists photocopying, secretarial, travel bureaus, banks, optician. OR2 has a longer list. (Not sure how Restaurants got into these lists).

For a zoning called "office building - residential", a lot of other extraneous stuff seems to have crept its way in so that it's hardly distinguishable from BL.
Of course, further confusion is caused by RO being called "Residential-Office".
