Growth TiersSB 236 requires that the County designate "Tiers" within the County to control future subdivisions that rely on private septic systems. This map provides the tiers established in Dec 2012. On it, all of the already-developed areas of Kingsville are designated as Tier III. While this Tier would allow for future major subdivisions, most of this area is already developed or consists of lots that are too small for such subdivisions. The large tracts of non-RC5 are designated as Tier IV, which would prohibit major subdivisions. However, the state law provides for a county-wide exemption from the restriction if the existing zoning of the cumulative Tier IV area would already limit development to no more than 1 lot per 20 acres. The new growth tiers adopted in December 2012 were substantially different from the originally proposed map provided to the public a few months earlier. No public hearings were ever held, which would have been the normal and proper procedure for such an important subject. Approval letter |
